If you get locked out of your box by cphulk (what, you mean you didn’t add yourself to the whilelist???) if you have access to the console, you can run the following command to temporarily disable cphulk (SMASH!!!) and get yourself back in so you can whitelist your IP.
/usr/local/cpanel/bin/cphulk_pam_ctl --disable
/usr/local/cpanel/etc/init/safekill cphulk
service mysql stop
now, login to whm and disable cphulk, then restart mysql
service mysql start
